Yes and no--black "culture" is in many ways a reaction to poltical and economic situations imposed on black Americans by whites. Hip hop, for example, is a culture controlled by whites even if they are not actually producing the music/dances.

Mainstream hip hop --50 cent, soulja boi, etc-- forces black artists to portray themselves as unintelligent, materialistic, womanizing, violent criminals in order to sell albums to predomnantly white teenage audiences, whites then say that this is black culture

in reality all it is is desperate people from poor backgrounds trying to survive. Upper to middle income educated blacks don't act this way, nor do those in other countries

Definitely. I currently live in (and was raised in) a primarily African American area of metro Atlanta. Black American culture is almost all I've been exposed to!
