Week 4 Waiver Pickup Question?

I am in a 12 team PPR league that has very deep rosters. We use a rolling waiver system, and I have been saving the #1 waiver. My question involves whether I should use it this week, and if so, on whom? Our league starts 1 QB, 2 RB, 3 WR, 1 Flex, 1 TE, 1 K, 1 DEF.

Aside from the junk on the end of the roster, my relevant players are:

QB: Brees
RB: Ray Rice, Benson, Hillis, Forsett, Maroney
WR: Wayne, Calvin Johnson, Ocho Cinco, Jacoby Jones, Lee Evans
TE: Celek

On waivers, the best Week 3 players that hit the wire are Lance Moore and Ryan Torain. Should I waive for either of these two? If I chose to waive for either of the two, I would use a second waiver to try to pick up John Carlson or Tony Moeaki as Celek has underperformed as well. I don't think TE is a high enough priority to use the #1 waiver on its own. Any thoughts?

Celek is a solid play at TE week to week in a 12 man league if you cannot grab one of the "big 6" TE's, KC's passing attack is too inconsistent for me to take a chance at Moeaki.

I really like Torain, he is a denver product, a patient runner, and will thrive in that zone blocking scheme in washington if/when Portis gets injured. Those Saints WR's may be good, but Brees is an AWESOME opportunistic QB who will milk whomever is hot or has the biggest mismatch on any given week.

Jacoby Jones in due for a HUGE game, watch for it... Once it happens, I would trade him immediately for a consistent fantasy producer at the WR spot, like Driver or Santana Moss. It may be a hard trade to make, but someone should be desperate to make it, try to offer some 2 for 1 deals.

Don't just think if a certain position is important enough for your waiver spot. Rather, think about how much that person will raise your average point total every week. Out of the players you mentioned, Carlson is probably the only one who would start every week. That makes him the most important for you. I would pick him up and then trade Celek the first big week he has for another receiver.
