Hispanic, at least. Most of the Hispanics know have Mexican ancestry. If I lived in Peru or Argentina or the Philippines, I would have a different outlook.

Mexicans are Latinos but not all people with the surname Reyes are Mexican. This is a Spanish surname so, yes anyone born with the surname Reyes would be Latino.

Not particularly, because it can also be several other ethnic groups. Latino is not an ethnic group the work represents more than "Mexicans" and is therefore really useless to use when describing an ethnicity.
