If you want a .gov site, PubMed is the greatest: http://pubmed.gov although it's geared towards biological sciences (as a biochemist, I used it more than google)

Actually the best way to search for paper is through a database called 'SciFinder'. The subscriptions are very expensive though and universities typically have very few licenses.

If it's a published article though, you will always find it on scifinder.

Additionally, you can search by author, year, journal, structure etc..... you can be as specific or as general as needed for the search
