Why does the universe have rules?

That is a very fundamental question ... along with a few others, like "why does the universe exist at all" and "why is the universe constructed as it is".

Rules allow for organization vs. chaos, or at least consistent organization.

But we may never know.

The only speculation on that question is that a Universe WITHOUT rules would be too chaotic to support life that can ask that question.

there are no theories.

this is because you don't theorize the purpose of soemthing.

you can debate it philosophically, but not scientifically, because nothing is required to have a purpose to exist.
