Some work in public schools while others work in programs run by community organizations. Those who work in programs run by public schools must be certified to teach and are paid as much as other teachers. Those who work in programs run by community agencies are not necessarily as qualified and are often paid less.

As a head start teacher working in an urban school district, I can tell you that you can make as much as a teacher in "the grades". Also, you need to be certified in at least ECE pre-3rd in order to be allowed to teach in public schools in my area.
If you are teaching head start in a private school/anything else, it seems to be up for grabs. The feds who run the program are becoming more and more strict with what you need to be in a classroom. Even h.s. assistants must take CDA classes and pass interviews and tests in order to work. Many must also take classes towards an associates degree in ECE.
