I find it really annoying when someone else's dog jumps all over me especially, if I'm wearing expensive clothes. I don't want mud, their paws or slobber all over me. I want to be polite to the owner and all that but, how do I stop the people's dogs from jumping all over me?

Two things will work but probably not indear you to the owner. When entering a house where you expect the dog to jump on you, grab the dogs front feet when it comes up and walk in to it making the dog actually walk backward which in turn will make it go down on all four feet.. Another thing you can do is to simply turn your back on the dog and ignore it.

Me too - I find that very rude that the owner never taught their dog manners. What I do when the dog is like that is to either step back when the dog is moving forward or have my hands out to stop them on the head (like I'm gonna pet them) and firmly make them sit w/o the owner knowing. Sometimes I will say "sit" to the dog and only pet them when the dog stays in a sit.
You can be firm w/o anyone noticing to stop the dog from jumping on you.

After I started training my dog, he became very attached to me and loves to stay by side as long as he can. But just going to them won't help. You have to practice what they teach you outside of the class and you need to keep up with it at least every now and then after the class ends otherwise they'll just go back to previous habits. This course is a really good place to go for dog obedience classes. It get's your dog around other people and dogs to socialize while getting the training you need. As for electric collars, I would say to not get one. In my experience, they're only a negative effect on your dog. I mean of course you're going to need to correct your dog, but being positive and encouraging your dog works a lot faster and easier.
Every dog is different, so unless you have a german shepherd or a really smart dog, it might take a while to train her. You might get frustrated with her, but go easy. She's still a puppy and has a lot of energy. A backyard or somewhere to run will help her get rid of a lot of energy that might cause her to misbehave from boredom.

Ask the owner what off command they use and ask if it's ok to correct their dog. It should be a pretty serious hint that you have a problem with what their dog is doing. If they don't care, then you have their permission to correct.

If a dog is jumping on you it probably does not know what it is doing is wrong, so it will not listen to any vocal command. Grab the dogs collar so that you have control of the dog and it can't jump on you. Or just use your open hand and place on their chest so they can't jump on you.
