Is it normal for an old spayed dog to have discharge?

My 12 year old chihuahua has been having some trouble lately. She's been spayed for about 11 years. She is getting stiff and lately she's had thick clear discharge dangling out of her. Is this something I should be concerned about. 

P.S. I don't have a lot of money to go ask the vet if it's going to be something normal. I'm asking to know if I should go or not.

This isn't normal and most definitely worth a vet visit. Very few of us have enough money to go to the vet freely - we all make sacrifices and do what we have to do.
