intermolecular bonding between Cl2 and O2 is just London dispersion forces - very weak


within a Cl2 and O2 is covalent bonding
a single bond between the Cl atoms and a double bond between the Oxygens
why - because Cl has 7 electrons in outer shell and if the share one pari of e-s they completeoctet.
however, O has 6 electrons and they need to share 4 to complete octet
