It means it doesn't make any difference which option you choose. They're both the same. So make your choice, already.

I'm not sure where it came from but you do get it means the same thing just represented or achieved through different ways.

Used to compare two things that are the same.
6 is the same as half a dozen.
So it makes no difference which you choose, they are the same.
