There is a non-profit organization called
National Foundation for Credit Councelling
NFCC.org
They will help you at no cost.
They have a DMP program. Debt Management Program.
They can contact all your creditors and see what can be worked out.
Lower payments, lower interest, settlements, pay on delete, etc.
The cost may be around $30 a month (not sure).
Reviews call them angels from above.
Negatives once say it's embarrassing, since you have to show all your debts to someone.
You can also do this yourself.
They merely do what you can learn in books.

I'm not 100% sure what you mean about a counselling program? Do you have too many credit cards or too much debt? Are you looking for a simple credit card since you have a bad credit rating that will help you increase it over time?
Your local citizens advice bureau will be able to help out if you have too much debt - they will be able to help you work out an income/expenditure to send off to your creditors to get them paid off as soon as possible. Other than that, if you have bad credit then i can suggest either applying for a Capital One card or getting a pre-paid card ti improve it over time. Don't keep applying for credit as that will have a negative effect on you credit score.
As with anything credit based you can always get in touch with a credit reference agency such as Equifax or Experian.

You should probably clarify the question a bit, but if you're missing payments, you might want to go straight to a lawyer with experience in credit card debt defense. There are debt negotiation programs, too, but you're better off using an actual lawyer that can defend you if you're sued. It slows the process and sometimes knocks a big chunk of principle off of what you owe.
