What can i do if my neighbor shovels snow onto the street?
My neighbor is so rude and has no consideration, right after the snow plow makes about 2 or 3 passes on the street to clear it, he then shovels snow right onto the freshly plowed street. He brushes off his car onto the street and also the snow in his driveway.
Is there a way to report him anonymously? I live in Pennsylvania.

Don't you have something more important to worry about? This is pathetic.
You could first try explaining to him why it's a stupid thing to do. Sometimes people just don't understand and don't think about these things.
Many years ago I had a neighbor who did the same thing, so I explained that the plow clears the snow for a REASON, and that that new snow is just going to be pushed in front of my car for ME to deal with.
He apologized, and from then on shoveled the snow into his yard.
The fact that your neighbor is such a jerk leads me to believe you live in Philadelphia. I live in Philly too and most people here do the same. This is a very rude and hostile town. If you say anything to your neighbor you're liable to get a brick through your windshield. Just stand outside and watch him while he shovels, shaking your head disapprovingly. If you stay out there long enough eventually he'll get creeped out and knock it off.
