I was Playing my Friend The other Day and I summoned Stardust... He Then Chained Bottomless to my summon and I used Stardusts effect to negate it... Although he told me i now couldnt do that because of the new Priority Rulings that were Being Released. Is This true? and could someone please explain to me the Priority rulings in general?

There is a lot of talk and confusion about the ruling change, priority, and how it effects monsters. So here are a couple quick notes about it:
- The ruling change is NOT in effect for America. Right now, they aren't even talking about it being in effect in America. It is in effect in OCG (Japanese) territories ONLY. Pretend that you didn't even hear about it yet. They'll announce when it will be affecting the U.S., but it won't be for a long time still. - Stardust won't be effected by the ruling change anyway. Its effect is a Trigger Effect, meaning that it activates in response to something else. When he activates Bottomless Trap Hole, you respond with Stardust's effect. This isn't change at all by the new ruling, when it finally does come into effect. - Only monsters with Ignition Effects will be affected by the ruling. These are monsters whose effects you activate on your own, usually with a cost like discarding a card, removing something from play, or paying life points. Some of these are: Chaos Sorcerer, Dark Armed Dragon, Exiled Force, Judgment Dragon, Dark Grepher, and a lot more.
And as for priority: - You don't get to "call priority" as a lot of people are saying. It's just there. The turn player always has priority in each phase to activate cards first. That is what priority means. - A player can use their turn priority when they summon a monster to activate an Ignition Effect. That's what people are talking about. For example, if a player summons Judgment Dragon, they can then activate its effect because they have priority to do so. They can activate the effect before the opponent has a chance to use Bottomless Trap Hole or Torrential Tribute. However, the opponent can use those cards after the effect is activated. - Priority simply means that the turn player gets to use their effects before their opponent does.
First of all, the new priority rule only affects the OCG, and even not until March 19.
Second, this new rule only affect Ignition Effect monsters, like Chaos Sorcerer and Lonefire Blossom. Stardust has a Quick Effect, which is Spell Speed 2. It never had anything to do with priority.
With this new rule that we'll probably get in a few months but we definitely don't have now, players are no longer able to use their turn-player priority to activate the effects of Ignition Effect monsters at the resolution of a Chain or effect that Summons a monster. That is literally all there is to it. There is nothing else in this new rule. All you need to be able to do is recognize Ignition Effects, and you'll never have any problems.
