Insert bootable media before BIOS setup?

I just finished building my computer and then tried booting it, everything is normal and then I press delete to get into BIOS, but when I do, they ask me for bootable media. Is it normal to insert bootable media before I setup BIOS? Or I should restate; what is wrong when I cannot enter BIOS first and is asked for bootable media instead? How do I remedy this? Insert a windows CD? (I dont have a windows copy right now so i cannot test this theory, but i'd like a preemptive on this.) or is it something wrong with my configuration?
SATA HDD
IDE Optical drive with jumpers set to master. (i assume it's okay to plug it into the first IDE connector as long as it's not on cable select?)

Sounds like you are bypassing the BIOS setup entirely, and going into the boot phase with nothing to boot to (empty HDD and no bootable OS disc). I would suggest you check your motherboard manual for the proper key to enter the BIOS, might not be delete, could be f2, esc or other key.
BIOS could be set to the quickboot mode which bypasses the setup screen key identifier. Find your manual and check what it says to get into the BIOS. You may miss it by going too slow on the key press, press the key repeatedly during the POST to help avoid missing it.

you should be able to go into biios without a bootable media. very weird. u sure your pressing the right button? are u pressing the button before the bios starts checking for drives?
