What is the difference between fantasy and Paranormal?

I know LOTR is High Fantasy but HP is considered fantasy and it has similar elements to Mercy Thompson yet she is considered Paranormal. So if a book has fae, magic, another realm, witches, witchcraft and legendary creatures where does it go? Like Southern Mysteries (True Blood), Percy Jackson, Wicked Lovely, things like that.

I'm going to keep it simple, because A. To get to the point, and B. I don't have much time :).

Fantasy: When the setting is a made-up world, the characters of a unnatural species, etc.

Paranormal: Basically, when supernatural things happen, though the world and it's normal laws stays the same as we know.

Ghost story: Paranormal, because it happens in our world.

Mermaid's in Atlantis: Fantasy, because mermaids don't exist at all ( D: ) and Atlantis, while believed exists, will have to be in the Author's view, because none of us know exactly, or if, things live there.
