The answer is either a binary file, a file that's encoded in a binary form (1's and 0's) or a file that is encrypted (scrambled) to prevent against unauthorized access. Lots of files are encoded in binary, such as program files (exe), Microsoft Word files (doc), dynamic linking libraries (dll) and such things -- if you open an image file (JPEG, GIF, etc) in notepad then it will be scrambled looking too, because it's in a form that's meant to be interpreted by an image viewer and then converted into colors. Binary files arent designed to be understood by a human, they are 'written in the language' that the computer can understand.
