How do I change out my dryer's outlet?
I currently have a gas dryer that uses a 3-prong conventional 120V 15A outlet. I want to use an electric dryer I have that uses a 4 prong 240V plug. Can I use a step up transformer and then an outlet converter?

No you can't, the wires in the 15 amp outlet aren't big enough for 30A, you need a new circuit installed.
But to try to answer your transformer idea/theory, transformers are a watts in = watts out device (ignoring efficiency losses), volts x amps = watts. So if you only have 15 amp wire and you want to have 30 amps 240v available at the point of use then you would need to install at 240v to 480v tranformer at the panel, deliver 15A of 480 (to equal the same watts) to the laundry room, then another transformer in the laundry room to convert back down to 240v at 30A. It can be done, not too easy, not too cheap. So it's back to solution one, you need to get a new circuit installed.
