I think it is easier to learn either french or german.. French is my first language and I learn german in school in which I already got an A for my gcse.. I would say both of them are easy.. I think that German has some English words.. I have a russian friend and i think its gonna be hard to learn it.. From what I know russian has other alphabets and the way they speak just sounds like hard to repeat.. Well, that's just my opinion..

The one in which youi are most interested. The language of the country you would most like to visit, or the country where you think you might like to work [in the case of French, this means France, Belgium, Luxembourg, Suisse-Romande, Canada, Morocco, Chad, Tuinisia, martinique...etc etc etc]
English and German are both Germanic languages, so German is the closest to English, and the easiest for a monoglot Anglophone to pronounce.
Russian is NOT as difficult as some people claim - once you've made yourself familiar with the Cyrillic alphabet, you're on your way.

It depends on why you want to learn a language. If you want to travel, French is the best. If you want to study anatomy, learn German. If your field is ichthyology, take Russian.
