It's not a function of U-Verse. The subtitles originate with the network or channel. If they are not supplying subtitles, English or otherwise, there's no way to get them.
According to the link, Telemundo does have some programs with English subtitles. You have to be watching the right program--they all don't have it.

I don't think t.v. is a misuse of energy, it's just that I see no real use than it nowadays and there is nothing at all educational or worthwhile on now. Children of today are exposed to 'entertainment' that is merely plain stupid and has no morale meaning behind them

Just read a book and watch exactly the same reserve that has been made into that movie. You can find details in a book that we take for granted watching a movie. We do not have the sense of smell or color that our minds can create.
