How many Russians know how to speak English?

In Russia what percentage know how to speak English? Do most Russians receive English education in grade school like Germany and Japan?

What do you mean saying "English education"? We have foreign language as mandatory subject at school, from 4th year (sometimes from 1st) and until the graduation. Plus, 2 years at the University (I'm not sure about colleges). We have choice - English or German, besides some "cool schools" offer French. There are a lot of people speaking English in Moscow and Saint Petersburg, cause there are a lot of international companies departments there. But I believe in small town it can be some kind of a problem - to find someone who speaks English fluently. (We just have no motivation:) Honestly, you can see average Russian's English skills just right now, I'm sorry:-[)

They do not speak English. Russian speak Russian because they are Russian.

A lot of people can understand Eng and almost all know basic words like "table", "thank you", "computer", "water", etc. But not a lot of people can put it into a sentence correctly.

So i would say fluently ~10%, basic words ~80% and the rest either learned German in school or skipped it :D
