i hear cosmic ray ionize almost anything it touched, and electric can be generated from ionized thing.
moon surface contain silicon, silicon can transfer electricity,

why don't they just plug wire to the moon surface?

Cosmic rays do ionize things, but unless there is a conductor handy, there will be no current. Silicon exists on the lunar surface, but only in the form of compounds which are not conductive.
Cosmic-ray energy does not arrive in a form that is convenient to gather, whether on Earth or on the Moon.
