What documentation is needed for a tourist visa?

My friend is from Romania but he has lived and worked in Spain for 10 years and wishes to visit me in the U.S. What kind of documents does he need to submit and what kind of documents do I need to submit? He has a Romanian passport, so that's what is kind of throwing me off. On the U.S embassy page it says that he can visit for up to 90 days but it does not have Romania listed as one of the countries. I don't know, maybe I'm missing something. Any info would help! Thanks

Spain is on the Visa Waiver program, so Spanish citizens can visit the US for up to 90 days without visas. Romania is not part of the Visa Waiver program, so Romanians need tourist visas to visit. So, he'll have to apply for the visa. he'll need to fill out the application form, the DS-160 on line. other than that, the only thing he absolutely needs is his passport. he'll have to prove to the satisfaction of the interviewing officer that he'll return after a short stay. if he's already living and working in Spain, that may be difficult depending on what sort of job he has there.
