Can a sibling be held liable in Alabama for Elder Abuse of a Parent if he lives in another state?

Is there any legal precedence on this matter? While he lives elsewhere he has strong evidence that
other relatives are abusing and exploiting his mother's finances! He has tried to move her to the state he lives in and she has dementia and has refused to move! Is there anything he can do to rescue her? If so, what? If he does nothing can he be held legally liable?

The sibling part has nothing to do with it. If someone is committing elder abuse, they can be prosecuted. It does not matter if they are a sibling or a complete stranger.
