Where can I find a good, but CHEAP, cell phone without a monthly contract?

My income is low and I just need a cell for occasional use. I know about assurancewireless for folks with a very low income. However, you have to pay $20 a month just to be able to text, and there's no web access. Is tracfone the best? I don't mind paying a small price for the phone, but I don't want monthly bills for the cell. All I need is to use voice and text occasionally, and web access would be a great bonus. Thanks for the first 2 answers. However, my main question is that I don't want to be stuck with large monthly cell phone bills. A large monthly bill to me is anything over $25. The price of the phone is not that big a deal.

How much do you plan to use the phone?

A Tracfone can be had for $80 a year - 4 $20 cards, each good for 60 units and 90 days. If the phone you use has double minutes for life then it'd be 480 units.
A PagePlus phone can be had for as little as $20-30 a year - bring your own device, activate for free online, and a $10 card every 120 days that gives you 100 units. (The first 120 days would be covered by the activation, which also gives you 20 units.)

You should go on Safe-link. Its kind of like assurance wireless but you can text. Safe link uses Tracfone so you can change it for a better tracfone. They give you one of three phones. You cant choose. Go on the safe link web page. Theres more info on it. https://www.safelinkwireless.com/Safelink/
