The domestic dog is a subspecies of the gray wolf. For some perspective on what this means, arctic wolves are also a subspecies of the gray wolf. Dogs and wolves can interbreed, and both creatures share 99.98% of their genetic code. That's more in common than different human races have with each other, amusingly enough.
Now, mixing wolf and chihuahua is problematic for a number of obvious reasons, one being it's nearly impossible for the two creatures to even mate simply because of size--gray wolves typically weigh in excess of 80 lbs whereas the average chihuahua weighs less than 7 lbs. Furthermore there many be some risk of enlarged or undersized organs, which can lead to complications or death for the pups.
It's possible, though, hybrids do exist. They aren't nearly as common as people like to think they are, and most alleged wolf hybrids are actually 100% domestic dog, crosses between husky, malamute, and/or german shepherd. Wolves also have several behavioral traits that differ from dogs. Dogs cease to mature at around 1-2 years of age. They are literally in an arrested state of development. This includes dingoes and other feral dog populations. Wolves, by contrast, develop a heightened aggression, dominance, and prey drive that can make them completely unmanageable as pets, and these traits can and often do breed true into hybrids.

Wolf and Chihuahua actually is possible. Size of dog does not matter, all that matters is that the dog is genetically a dog and a Chihuahua IS genetically a dog. People should not forget that. Now, if the Chihuahua was the female she would likely either die, need a C-Section to save her or the puppy/ies (not both, more than likely), or need an emergency spay or abortion... but it IS possible for a wolf and a Chihuahua to mate. Hypothetically. Why someone would do it on purpose, I cannot tell you.
But yeah, people breed wolves to dogs all the time. I don't think it should be done. But it definitely can be. There are a few other "wild dogs" that can be bred with the domestic dog. Wolves, however, are the most common one seen since they're the most prevalent in most places.

Wolf and chihuahua is unlikely. But I have known of a few half-wolf, half-huskies. Other than that, I haven't heard of many other breeds of dogs that were half wolf. So to answer your question...Yes wolves can reproduce w/ domesticated dogs.

Yes! They actually have what is called a Hybrid Wolf which is a wolf mixed with a domesticated dog.

They can but not a chihuahua and a wolf as it would not work.
They can mate and it has happened before but most likely the wolf would kill the dog instead of mating as they are wild and have no desire to mate with a domesticated dog.
