Why is it important that USADA conduct?

the drug testing NOW? Team Mayweather had no problems utilizing another testing agency during the first round of negotiations..."...But Schaefer held firm. “We are okay to move off USADA,” he said. “What is important to us is that the tests be random; that they include blood and urine; and the time frame, meaning when do you stop the tests before the fight but know they will still be effective. We have agreed on random, blood, and urine. So now it’s a matter of the two sides working out the specifics of the cutoff date to assure it will still be effective.”
NOW, when Team Pacquiao agree to unlimited blood and urine testing, but propose another organization, Team Mayweather is demanding its done by USADA. 
1) Why are they setting another road block when it didn't exist before?
2) Is it fair to demand Pacquiao to ONLY train in the US, as would have to be done if conducted by USADA?
3) Is this another indication, YET AGAIN, that this fight would never happen?
4) Which party should be held responsible if the fight doesn't happen because they can't agree on an agency?

I am starting to feel that both side were just posturing to have a upper hand. The importance of these blood test by USDA is just magnified for another reason and not in it's real value. Why USDA but not WADA? Bob Arum have a hand on this blockade too and so does the other promoter GBP, Floyd Sr. and Roger's myth. They kept on embarrassing themselves with that A-side meth which is non existence. "Bullet bouncing"? Hilarious.

Demanding Manny to train in the US would be the last straw. Slaves were freed a long time ago unless there were still some with that "Yes" mentality. Nobody is above the boxing commission and bigger than boxing not even Floyd Mayweather Jr. 

Bob Arum's idea of having WADA do the testing in the first half of Manny' training that would be done in Baguio City, Philippines and have the USDA do the second half of that random test when Manny resume his training in Wild Card Gym, LA is more than good enough compromise and any objection shows other hidden motives and intentions. 

Manny have given so much just to try and bring this fight to reality that I personally doesn't agree. I could only blame the Mayweather's and his party if it didn't happen after all those bending that Manny Pacquiao did.
