is it really hordeing?

I know a woman who has 6 cats and they are all healthy, friendly and happy and well fed. I know another woman with 9 cats again they are well fed, mostly healthy one cat has IBS. and another is obese but she can't afford to get them vaccinated but if something big happens she brings them in to see the vet. however I know a woman with just one cat. she has never brought it to the vet. she never cleans his litter box. and frequently forgets to feed him and almost always ignors him. in the city that we live in 3 cats are the maximum you can have unless you run a rescue shelter. now tell me which of the women's cats would you take away?

ps all the cats are fixed

There's a difference between hoarding and having a lot of cats. If you have a lot of cats but you can properly care them all and they live in a healthy environment, that's fine. It's when they don't get veterinary attention, when their boxes aren't cleaned and they're using the house as their litterbox, and they're breeding uncontrollably..

I would take away the cat that belongs to the woman with just one cat, but the lady with 9 cats may need to get a new home for some of her kitties.
