Is it a 2 or 4 door Explorer and is it a Explorer limited or not? Have to know this to determine if your explorer has an Accessory Delay Relay. A common issue with the power windows in the Explorer is broken wiring in the drivers door jamb! ALSO; You did not provide many details...

examine your fuses. there's a panel under the steerage wheel interior the sprint this is held in place with 4 a million/4 turn screws. The fuse block is in there and a fuse placement diagram is glued to the interior the panel you're putting off. replace the fuse your self for form of $2.00 or take it to an vehicle electrician and pay a minimum of a million hour at shop costs.
