Why is this not a fumble?

Number 2, from the Falcons-Colts game. Painter throws it, the ball gets deflected back to him and then he throws it again. I know he got penalized for an illegal forward pass. But other than that, it's a normal reception. If a receiver were to catch a ball and then lateral it forward, he would be penalized, but the play would run to completion, not be called an incomplete pass, right?

No, it's a fumble. But seriously, the Colts want to lose every game this year anyway, so who cares?

He caught his own pass. It's a completion, that's why he couldn't throw it again.
