My average download speed is usually 50~40kbps but when i download this c21 online installer it's only at 10~20kbps. I tried 3 times the first time it was at 10~20kbps, the second it was at normal speed but there was an error and now it's back to 10~20kbps. I did think it's just because of the server clog but i've tried all day today and it's been the same.

Clean windows registry can speed up the computer.
Over time, you install new programs, uninstalled unimportant programs, update software's, install new devices,
download files from the web, etcetera, hence embarking all records in the registry system.
This is normal, but it is not wise to leave it untouched.
Once in a while, you have to check and remove files that are no longer in use to maintain the speed of your PC.

Couple things come to mind here...
1) Your connection to the internet is VITAL in getting speed, you get what you pay for here.
2) Not many peeps in the swarm.
3) Your ISP is physically throttling your illegal torrent traffic (which they have every right to)
