Unrelenting force is a useful shout, BUT the coolest of all time simply are
3.Become Ethereal. Now I know that's odd, but consider, if you are at the top of say, high hrothgar, and don't feel like walking/fast traveling, just use said shout and you can jump down a full mountain w/o getting hurt.
2. Storm Shout. this is bets used when you don't have a companion or aren't in a city, this shout (when you're outside) Changes the physical weather of the game and sends lightning crashing down and killing ALL of you enemies, and it lasts for a Looooong time.
1. Call Ohdahviing. C'mon, this is self explanatory, CALLING A DRAGON, TO FIGHT A DRAGON= #Winning lol and you can just look like ah badass just walking around with a dragon above you.

Depends on your play style. Since I usually am a stealth, Aura Whisper is my favorite. When I'm in a tight spot, Flame Breath.
When am a Warrior, I use Unrelenting force and Ice Form.

So far I don't have too many shouts but the ones I use most often are Fire Breath and Frost Breath. I've been doing some experimenting with Kill (lowers armor and damages opponent) and it's working out quite well with my build. And Ice Block is just plain old funny.
