Any good formatting software for Windows 7?

I want format my 64gig external hard drive from NTFS to FAT32. So my PS3 can read it and i can finally put some songs I have only on my PS3 to my iPod. I tried formatting with Windows but it will only format to exFAT but PS3 only reads FAT32.
I already did some research on this and found there is software that will format hard drives. So i tried downloading a popular one called "SwissKnife" but it will not run with Windows 7. So if u know any other good software I would appreciate your help.

Windows can format the drive. The catch is that it can't format a partition to FAT32 if it's larger than 32GB.
