My friend who just moved here from a different state wants me to register his car in my name, he can't get it registered unless he gets a utah drivers license. Would I be legally tied down to any fines or tickets? by the way its not from a dealer ship with payments or anything, hes buying from a co worker for a low price.

If you allow this it could be the biggest mistake you will ever make. It is just plain foolish. You would open yourself to liability and you could end up paying off a lawsuit for the rest of your life since you would be liable if ":He" gets in an accident, gets a traffic ticket, etc.
DO NOT DO IT !
BTW. A drivers license IS NOT required to buy, title, register or insure a car in any US state. A drivers license is required to DRIVE. Nothing else !

Possibility 1: Being arrested for letting a person without a license drive "your" car. Possibility 2: There is an accident, the insurance does not pay, and the money that you make at the steady job would be taken away Possibility 3: He does something illegal with the car, and there is proof that the person who did this illegal thing was driving this car, but no evidence that it was not you. Since it was your car, you get in trouble for whatever he did. Possibility 4: He racks up a lot of unpaid tickets. You lose your license for not paying the tickets for "your" car.

The registered owner of a car is the person who is legally responsible for it. That means that no matter who is driving, the owner is the one who pays any and all fines and deals with any and all lawsuits that may occur. The owner of a car is also the one responsible for all insurance and licencing issues, and the one who can be charged with allowing an unlicenced / improperly licenced person to drive your vehicle.

YOu don't have to have a drivers licenses in the same state to register your car there just a proof of address like a utility bill, pay stub.
Don't let him register the car in your name. If something happens in it or to it you will be on the hook. If he gets stop with a DUI, drugs, it gets stolen, a died body in it..you will get in some trouble to even if you aren't driving it.

Really bad idea. You would be legally responsible for any accidents the car was involved in. And if the car is tied to a hit-and-run, the first person they go to (and arrest) is the legal owner. Which would be you.
