Probably not. Federal employees are usually people who work directly for the Federal (national) government. It can get a little sticky though when it comes to definitions. For example certain non-federal jobs can be considered to fall under some federal rules if they are funded by federal money.

The County is a subdivision of a state. A Federal employee is someone employed by the Federal government. Note knowing the difference is why government employees get their reputation.
