This is a large country, and is very different in different regions.
For the most it is a friendly place and most people are not arrogant or racist.
The South is generally more friendly than the North, but general statements are generally wrong.
The movies love to depict people in the South as being backward, illiterate, racist, psychos, but that is not true.

People in large cities and mid-sized urban places are usually quite friendly toward tourists. They understand where people are coming from and are okay to guide you if need be. I have visited several places in the US as a tourist and never had issues.

Ahahahah!
They are both friendly and arrogant, I think. Anything that is different scares them, they are not exposed to much differences, so they project an air of arrogance, but by nature Americans are generally friendly. I think in general also, Americans need to be exposed to more and become more open.
