Sadly though, the term "opting out" isn't accurate by any stretch of the imagination. These states are just changing the federal requirements that they are going to adhere to instead of getting rid of NCLB. You see, although the president correctly sees that No Child Left Behind forces teaching to the test, he doesn't realize that so do his solutions to that problem. He says that the waivers are necessary because the law is “driving the wrong behaviors, from teaching to the test to federally determined, one-size-fits-all interventions.” But what neither the president nor Secretary Duncan admits is that Duncan’s mandates will promote even more teaching to the test, while posing a heavy fiscal burden on the states at a time when they are strapped for cash.
