if you are stationed overseas with your family and give birth in that country would you child need documents?
to get back into american soil or do they not need any documents considering that fact that their parents are american and living on a military base?

A Consular Report of Birth Abroad is required for children born outside the US to one or more US Citizens. http://travel.state.gov/law/family_issues/birth/birth_593.html

If a child is born abroad to at least one American parent then the child needs to be registered as born abroad and issued a birth certificate by the US State Department.
When traveling ONLY the AD member who is on orders will be allowed to travel without a passport. All dependents will require a valid Passport which must be applied for. It does not matter that they could be leaving from a US base/post overseas at all. If the AD member is traveling on leave then they also will require a passport. The ONLY exceptions will be if leaving from a US Territory when a passport isn't required. If only one parent is traveling then a POA will also be required upon check-in to be able to leave the country.
I have a daughter whom was born in great britian, she is considered a dual national. She has a Consular birth certificate and social security card that I received from the embassy. I opted for a special package when I sent in for the birth certificate to get a passport aswell. You need to register your child in DEERS and then TRI Care. You must make sure your child is command sponsored in order for him or her to be placed on your orders so that if you do not have a passport for him or her you can use you orders along with the other documentation to travel back to the US
the child born to American servicemen and their spouses overseas in most countries are considered to be a resident of the United States, not of the country whose soil they are born on. So a child born in Germany to American parents is considered an american, not german. It gets a little tricky for the USA - to the government, these children are considered American Nationals....
but like anything else, paperwork, paperwork, paperwork.
i kind of wish the USA would take this approach, that way there could be no anchor babies - these children would be considered the nationality of their birth mother. but good luck with that.
If you have a child overseas and you're a US citizen the US Embassy in that country will issue a Counselor's Report of Birth Abroad. It is proof of US citizenship at birth and will be needed to get a passport for your child when you are going to return to the US.
