Can I use an Android smartphone WITHOUT a data plan?

I have a crap LG env3 phone on the verizon network. my friend is selling an android thunderbolt 4g smartphone. the data plan for verizon is $30 for 2gb...daylight robbery. i have a wireless setup at home. i was wondering if i switch to this phone, does one HAVE to have a data plan to be able to use this phone as ...well a regular phone. i would like to use wi-fi for any web surfing i do. cheers.

GSM Android phones can be used without a data plan.CDMA carriers won't activate Android phones without a data plan. It's really stupid that even if you buy your own phone that they force you to buy a data plan for the phone to be activated.

I think u need data plan because how are u suppose to download apps or use the web when ur not connected to wifi
