1) it would be a windfall for states. the state taxes alone will save many programs
2) after keeping a modest amount for the winner to live on without having to be a "wage slave" I expect that most would be donated to help the really needy, perhaps to fund some new private companies where all the workers have a fair say and share of the profits
do you realize that even 1/2 Billion does NOT put him in the "Fortune 400" of the richest and most powerful.
He could not even be invited to lunch with the Kock bros or the Walmart family
