Easiest method:

18 in parallel with 9 = (18*9)/(18+9) ohm = 6 ohm
then 6 in parallel with 6 = 3 ohm
then 12 in series with 3 = 15 ohm

Otherwise its

R = 12 + (1 / (1/9 + 1/6 + 1/3)) ohm = 15 ohm
