I'm not seeing the sign in button
Damn, but thats weird I had made an account before and I was able to make it without using a credit card or whatever...

First step:
Download the latest version of iTunes (if you haven't already).
Second step:
Click iTunes Store on the left side of the program.
Third step:
Click the 'Sign in' button on the top right-hand corner of the black bar.
Fourth step:
Click 'Create Apple ID'.
Fifth step:
Click 'Continue'
Sixth step:
Read and agree with terms and conditions.
Follow the steps after that!

EDIT:
Oh, my bad. What I found out, is that you have to have some sort of credit on the account. What I had to do was go out and buy like a $10 iTunes gift card. Trust me, it was worth it.
