In answer to your posted question...yes wind can "move" photons. ANY time photons have to travel through a medium they are deflected, since the "wind" is made up of a particles of air, the photons can be deflected and thus "moved".
In answer to the rest of your details (which seems to have NOTHING to do with the posted question), what?!?
