The 300 k is needed to support an umbrella policy which is needed to have any liability insurance when renting a car in Europe.

The client is without a car at this time and only rents when needed. He travels a lot world wide and needs to be the named insured for decent coverage.

I believe they do. But why do you need that much coverage? Are you planning something unsavory? You're obviously not wealthy, or you would not be asking on here.
