Probation Help.. Small town probation and moving across states?

My brother recently moved to a small town in Utah (Logan) from Columbus Ohio. He got a DUI and has already served two days in jail, and now has probation. The dilemma is he has no job, and now the person he's staying with is kicking him out because of the DUI. His probation officer is not helping him (he feels). If he just moves back to Ohio what would happen? What if he turns himself in after moving back? With no job and no car, how is he expected to attend meetings with PO and or AA meetings?

He can either get a friend to drive him or use public transportation!

To move from one state to another he needs permission - from BOTH states.
