What's a PC way to make sure a contract for an apartment is up to your standards?

As in, I want to be sure that if the locks are broken that a property manager will fix them within a day, or I will be free to leave without paying a fee... or if there is a bug infestation that the property manager will take care of it in a timely fashion or I will be allowed to leave without paying a fee.
If this isn't in the contract, how can I politely get it to be on the contract?

A contract is only valid if all parties agree. Unilateral contracts are invalid.

Do you already have a lease? If so, you are stuck until it is time to sign a new lease.
If not, you add your provisions into your new lease. Keep in mind, however, that your landlord might not agree to all your ideas which is his right. But, there might be room for negotiations.

Also, in real estate, verbal contracts or promises are worthless. Make sure you get everything in writing and signed and dated by your landlord.
