Is RPM too high for 351 Cleveland engine?

Hello there, I have a 1970 Ford Torino Brougham with a 351 Cleveland engine. I was wondering what the actual engine specifications are as far as idle speed, dwell angle, timing, so on so forth. My main question right now is, when I start the engine and let it run, it starts @3,300 RPM and slowly increases to about 4,200 RPM. When i rev it after letting it run for a little it drops to about 1,300 RPM. I am wondering if these idle speeds are normal. If not, what should they be and how can I change them?

That's too high. Just happen to have a manual for that. You didn't state if it is a 2 or 4 barrel carb or automatic/manual trans but most specs are the same. Timing is set at 6 degrees btdc with distributor vacuum advance hose disconnected and plugged. Points are gapped at .021. Dwell is 24-29 degrees. Idle speed can vary. These cars may or may not have an idle speed solenoid. If equipped the idle speed should be 600 rpm with switch engaged and 500 disengaged (600 rpm if not equpiied with solenoid) this is engine at normal operating temp,ac off,  headlights on high beam and in park. Manual trans idle is 700 rpm (solenoid on or no solenoid equipped) or 600 rpm (solenoid off)   . The fast idle speed varies also depending on carb but most listed are around 1400 rpm on the top step of the fast idle cam on side of carb

both your fast idle and base idle speed are set too high. i do not have the specs for an imaginary car in front of me but that rpm range is too high for any car that i have ever dealt with.
