The classification of a novel is determined by its word count.

A Novel is over 40,000 words.

A Novella is 17,500 to 40,000 words.

A Novelette is 7,500 to 17,500 words.

A Short story is under 7,500 words.

Flash Fiction is generally between 300-1000 words. http://en.wikipedia.org/wiki/Flash_fiction

In general, a novel is anything over 60,000 words, but practically, in the genres, you have to get over 75,000 words. The "sweet spot" is between 85,000 and 100,000.

There is no "exactly".
It is always twice the length from one end to the middle.

Other than that, there are no rules. Sorry.
