I'd say that's about the minimum tank size you can keep one adult Oscar in.

220 liters is about 58 U.S. gallons. We usually recommend that one Oscar should have at least a 75 to 80-gallon tank. But many 75-gallon tanks have the same footprint: 48 inches long by 18 inches wide. And with cichlids, the "footprint" (bottom dimensions) tends to be more important than the total volume of water.

oscars grow an average 1" a month. that tank meets the minimum requirements for one oscar and no other fish

Yes that would be fine. Oscars are slow growing fish and will not out grow that tank for a while if you get it from a fry.

No, they need at least a 75 gallon tank. Yours would only be 58 gallons.
