Help winter white hamster's cage?

I'm going to get a new winter white and i already have a winter white (so i will have 2 female hamsters). My question is can i get a 20 gallon tank for both hamsters (for more info check my last question, and please answer it. Also i don't have money to get a 40 gallon tank)? I don't have much money ($20). Since i'm selling my Russian Campbell hamster that i thought was a winter white(again, for more info on this check my last question) i am selling the cage and the hamster. So basically i only have: a wheel, hidey house, food bowl, and hamster. My mom will buy the other hamster. For the water bottle i will get: http://www.petsmart.com/product/index.jsp?productId=2752677

Either the 20 gallon or the 10 is fine for 2 smaller hamsters, but of course, the bigger the better.
Have you ever seen a bin cage? They look like this:

Some people think they're ugly/an eye sore. But they're actually a nice, cheap option. Instead of getting a $33 dollar 20 gallon tank, you can make them a bin for $5-10 that's bigger than a 20 gallon tank. I don't personally have one, but I think they're a good idea for those that don't have a lot of money or for people that already have a bin/basket at home already.
