I have a good HIPRO computer power supply. Everything works except the fan.?

Question

After removing the power supply from my machine and disconnecting all cables I plugged the supply in again. The LED lights but the fan does not run. When I test for voltage where the red and black leads are soldered into the circuit board I get 0 volts. Does the supply need to be connected to the motherboard for the fan to run?? I am trying to differentiate between a bad circuit board (no power to the fan) and a bad fan itself. Thanks. I do not want to change the power supply if just the fan is bad.

Supply and computer are fine, just the fan is out. I have a spare but larger fan taped to the outside of the power supply to cool it. And yes, filter capacitors do hold a charge. If anyone it worried, I fix electronics for a living, just usually not computer power supplies.

You can however power up the PSU by connecting the green to any black wire on the 24/28pin end. that will make the PSU live but you should also make sure the fan isn't temperature controlled because it might just be designed to be quiet until it heats up a bit. I've never seen a PSU do that so it's unlikely.

Test the voltages on all SATA/Molex connections, that should verify if the PSU is working correctly, sometimes they fail in a way as to seem like their working but just don't have the initial strength to fire up the PC.
